Mr. Muhammad Waqar (YP38-PUNJAB18), Mr. Muhammad Zafar Siddique (YP39-PUNJAB19), Ms. Elia Nauroz Ali (YP03-BALOCHISTAN03), Ms. Anum Mohsin (YP22-PUNJAB02), Mr. Umer Raza (YP48-PUNJAB28), Mr. Salman Khan Shinwari (YP18-KPK05) and Mr. Siraj Din Memon (YP57-SINDH09) invite the attention of the Honorable Youth Prime Minister to the unfortunate event took place on 7th April 2012 between 3 am - 4 am when an Avalanche hit 135 individuals including 124 soldiers and 11 civilians at Gayari sector near Siachen Glacier.

Mr. Jamal Naseer Jamaee (YP50-SINDH02) and Mr. Yasir Riaz (YP12- ICT02) invite the attention of the Minister of Youth for Interior, Kashmir Affairs, Gilgit-Baltistan and FATA on the sectarian violence in Gilgit-Baltistan that has claimed approximately 8000 lives since 1989 to date. It is a matter of urgent importance and I request the Minister to make a statement thereon.

Mr. Muhammad Taimoor Shah (YP35 PUNJAB 15) would like to move the following resolution:

 
       
   

“This House is of the opinion that the government, be it Federal or Provincial, should be enforced to fix the wheat support price above Rs 950 per 40 kg and that the procurement centers should be strictly monitored and the role of commission agents should be diminished”.

“This House is of the opinion that the provinces should play their part for solving the energy crisis by establishing power generation units of their own and urges the provincial governments to take substantial steps in this regard by establishing provincial power development departments and holding investors”.

 
       
  3. Malik Rehan Baloch (YP04-BALOCHISTAN02) would like to move the following resolution:  
       
   

“This House is of the opinion that the demographic change in Balochistan, Sindh and KPK under the auspicious of the state institutions which is very dangerous/detrimental to the national integration, sovereignty, law and order. Refugees from Afghanistan and Iran have been given national identity cards and domicile certificates in Balochistan should be stopped. Legal and illegal camps in various parts of Balochistan should be abolished and pushed back to their respective areas.”

“This House is of the opinion that immediate action should be taken for due constitutional recognition and empowerment of the liberated territories (Gilgit-Baltistan and Azad Jammu & Kashmir) for better administration and economic development of these regions, without compromising Pakistan’s claim over the State of Jammu & Kashmir.”

“This House may discuss that Pakistan should provide the facility of trade through Gwadar port to the Central Asian Countries. As the mainly Central Asian Countries are landlocked, by providing them port we can earn huge revenue and our relation to these countries will be better. Ms. Shaheera Jalil Albasit (YP 56-SINDH 08), Ms. Elia Nauroz Ali (YP 03-BALOCHISTAN 01), Mr. Ahmed Numair Farooq (YP21-PUNJAB01) and Mr. Gohar Zaman (YP 25-PUNJAB 05) invite the attention of the Youth Prime Minister to the prevailing scenario of lack of governance and lack of public access to decision-making and to economic benefits in the existing provinces. While abiding by the spirit of the federation, the House can discuss the measures necessary for improved governance, improved public access to resources and improved economic growth of the country. The House shall discuss advantages of demarcation of provinces as a possible solution.

This House is of the opinion that in principle we agree that there is need for new provinces to be carved out including the issue of tribal areas with relevance to our federal state structure but at this point in time this ongoing debate about new provinces would be fruitless, keeping in view the volatile situation in tribal areas, KPK, and Balochistan. Moreover, this house emphasizes to consolidate the existing federal state structure, in line with 18th constitutional amendment, before launching into the process of formation of new provinces”.

“This House is of the opinion that The Islamic Republic of Pakistan favors strong diplomatic ties with United States of America on the basis of equality and mutual respect keeping in view the equally valuable nature of this relationship. However, we prioritize our territorial integrity and sovereignty over any advantageous association and therefore demand respect for our territorial integrity, sovereignty and internal affairs for the continuation of this beneficial association as we vouch to reciprocate similar respect to The United States of America”.

“This House is of the opinion that in order to fulfill our energy requirements, Iran-Pakistan gas pipeline should be completed by 2014 without taking international pressure as we are in dire need of energy. Besides generating 5000MW of electricity to plug the electricity shortfall, this project holds critical and strategic importance for Pakistan”.

“This House is of the opinion that enhanced economic cooperation between Pakistan and United States is the only way forward for the bilateral relations between the two countries and urged the current government to diplomatically secure more trade incentives from United States in the form of

 
       
   
  1. Low tariffs

  2. Reconstruction Opportunity Zones,

  3. Cooperation in energy sector and increase in the investment from United States.

 
   

Moreover the following steps should also be taken for ensuring a bilateral benefit in political cooperation on the basis of equality:

 
       
   
  1. Henceforth, the armed forces of the United States/NATO should in no case violate the borders of Pakistan by any means whatsoever;

  2. Agreements concluded between the US and Pakistan shall not be binding on either  the party until they are reduced to written form;

  3. The losses of Pakistan in war against terrorism should be adequately compensated and its role duly recognized.”

“This House is of the opinion that Pakistan should provide the transit trade facility to Central Asian countries through Gawadar port, which would enable Pakistan to generate revenues that are favorable for its economic progress. Urgent measures must be taken to establish the communications infrastructure, including the road and railway network in order to attract investments from land-locked Central Asian countries and facilitate trade”.

    “This House is of the opinion that Media is a strong pillar of the state and is a source of information for the citizens of Pakistan. We support an unbiased media and therefore suggest formation of new rules to address this issue.

“This House is of the opinion that due to the prevalent administrative crisis and lack of governance in the remote areas of various provinces, resources are not being utilized to the fullest and there is a lack of provision of rights to the people. Therefore there is a dire need to demarcate the provinces solely on administrative basis and prompt actions should be taken in this regard.”
