Ms. Shaheera Jalil Albasit (YP56-SINDH08) would like to invite the attention of the Honorable Youth Prime Minister to the extremely unfortunate incident that took place on September 12, 2012 in Karachi’s Garment Factory in Baldia Town when more than 250 people died in a fire.

“This House is of the opinion that weak and corrupt democratic rule has always resulted in the emergence and even dominance of the military in the political milieu, thus making the Army a key decision-maker not only in maintaining defence but also in chalking out domestic, foreign and security policies. From clerical staff to higher offices and bureaucrats, corruption of one kind or the other is widespread. The need of the hour is to make internal policies based on accountability to counter corruption and drastic reforms need to be initiated.”

Ms. Anum Zia (YP23-PUNJAB03), Ms. Rabiya Shamim (YP53-SINDH05), Mr. Gohar Zaman (YP25-PUNJAB05) and Mr. Muhammad Waqar (YP38-PUNJAB18) would like to move the following resolution:

 
       
   

“This House is of the opinion that it is a great cause of concern that Pakistan has been tagged as the 27th most affected country by climate change. Ratifying international treaties and opting for international standards is effective only if there is proper implementation. The government should take immediate actions to encounter problems of deforestation, rapid urban growth, excessive greenhouse gas emissions, among other things aiding the problem of climate change and opt for a more sustainable model of growth and development.”

“This House is of the opinion that students in Private educational institutions which are administered by Pakistan Army, Navy and Air force are strictly not allowed to conduct political debates and dialogues on matters relating to the Forces. This House is of the opinion that the military administration of these educational institutions must maintain a difference between a military academy and a civil institution and that these students must be allowed to hold and express their views on all social issues and must not be restricted from healthy political dialogues.”

“This House is of the opinion that the process of Civilian Induction (for the rank of Commissioned Officer) in Pakistan Air force, Pakistan Army and Pakistan Navy must be made transparent on urgent basis:

 
       
   
  1. At every step of Induction, marks of candidates must be shared with them,

  2. The ISSB (Inter Services Selection Board) Psychological Test criteria must be relaxed,

  3. Candidates who have been declared “Fit” by the Central Medical Board once must be provided special relaxations in the next Induction Courses.”

The imposition of this Tax is totally unfair and is unnecessary burden on the people of Pakistan.

“This House is of the opinion that effective measures must be taken, by both Election Commission of Pakistan and the political parties, to engage the youth of Pakistan in the electoral process in order to increase the voter turnout in the upcoming elections.”

“This House is of the opinion that government of Pakistan should open and resume all the blocked trade routes via Iran in order to insure an era of economic prosperity and boosted economic growth in the country. Pakistan should put aside all the pressures that are from America and from other Western countries pertaining to the blockade of trade and good relationships with Iran. Moreover, it is the need of hours to have good and trusted relationships with the neighbor states. In addition private sectors of both brother bordering countries can play vital role in developing relationship and holding exhibitions and exchanging trade delegations are crucial in this regard.”

“This House is of the opinion that the military law should be obedient to the civilian law and government should penalize both the civilians and the military personnel under one judicial system of Pakistan. This will accelerate the process of inculcating harmony between civilians & military officials.”

“This House is of the opinion that all political parties have concerns over the demarcation of the constituencies and they consider it as the pre poll rigging. Election Commission of Pakistan should review these demarcations with the co operation and consensus of all political parties and take steps to reduce their concerns. This step will be considered the first breakthrough towards free and fair elections.”

“This House is of the opinion that the allocation of budget for military by the parliament should be given utmost attention so that a proper check and balance is maintained to reduce any inappropriate allocation of public funds and military budget should be regularly reviewed in Public Accounts Committee and National Assembly of Pakistan.

 
3. Mr. Najeeb Abid Baloch (YP05-BALOCHISTAN03) would like to move the following resolution as chairperson special committee on Balochistan:
 

“This House is of the opinion that absconder murderer of Nawab Akber Khan Bugti, Pervaiz Musharaf shall immediately be brought to the country, without any further delay, and be presented in front of the court of law.”

“This House is of the opinion that the Parliament (Majlis-e-Shoora) of Pakistan should exercise control over its ability to amend certain military laws, stated in Pakistan Army Act (1952), the Pakistan Air Force Act (1953), and the Pakistan Navy Ordinance (1961), in order to develop Civil-Military law relationship.

“This House believes that special attention must be given to Karachi’s law and order situation keeping in view its importance as the economic hub of Pakistan. This house also demands that the Government of Pakistan must take strict, impartial and bold action against the criminals, and may also utilize Military for this purpose if required.

“This House is of the opinion that FATA is completely under military role since 9/11. The people face too many difficulties because of the hard and unchallenging policies of the Army and FC forces while the people have no access to courts like all other citizens of Pakistan do have. To abolish such oppression and to make the people of FATA realized the true citizens of Pakistan the jurisdiction of Supreme Court should be extended to FATA.”

“This House may discuss the Article 295-B & C of Pakistan Penal Code (Act XLV of 1860). Article 295-B states “Whoever willfully defiles, damages or desecrates a copy of the Holy Qur'an or of an extract there from or uses it in any derogatory manner or for any unlawful purpose shall be punishable with imprisonment for life. Article 295-C states “Whoever by words, either spoken or written, or by visible representation or by any imputation, innuendo, or insinuation, directly or indirectly, defiles the sacred name of the Holy Prophet Muhammad (peace be upon him) shall be punished with death, or imprisonment for life, and shall also be liable to fine.”

“This House is of the opinion that Pre-Paid Sims are vital and a reasonable option for communication for citizens of Pakistan. To impose ban on the Pre-paid Sims will not only create more frustration in people but will engender a huge Economic loss to the telecom sector of Pakistan, which is in fact one of the fastest growing sector. However it is advised to regulate the Sim issuance procedure to curb the Terrorist activities.”
